Filep Bahas Kondisi Masyarakat Ring I LNG Tangguh dengan USAID

AMERIKA SERIKAT, JAGAPAPUA.COM - Senator Papua Barat Dr. Filep Wamafma bertemu dengan pejabat USAID di Amerika Serikat (AS) dalam rangka mendorong kerjasama penyediaan air bersih, penanggulangan kemiskinan ekstrem dan stunting di Tanah Papua. Kedatangan senator Filep Wamafma diterima langsung oleh Democracy Officer USAID Blair A. King Ph.D dan Local Government Advisor Mike Keshishian beserta staf pada Rabu, 17 Mei 2023.

Filep menyampaikan usulan kerjasama itu dilandasi atas dasar kemanusiaan dan kepedulian terhadap kehidupan masyarakat Papua. Dirinya ingin mengajak USAID untuk menjadi mitra khusus yang membantu mengembangkan dan mendukung Papua terutama masyarakat Papua Barat yang  tinggal di sekitar area perusahaan gas Tangguh LNG, di Kabupaten Teluk Bintuni.

“Sungguh, saya sangat menghargai kebaikan USAID jika kita bisa berkolaborasi masalah seputar Tangguh LNG. Masyarakat di sekitar lokasi operasional perusahaan masih menderita karena tidak tersedianya air bersih untuk konsumsi sehari-hari, fasilitas sanitasi yang tidak layak, dan fasilitas kesehatan yang tidak memadai. Bahkan, seringkali ada pasien yang meninggal dalam perjalanan karena akses transportasi yang juga tidak memadai,” ungkap Filep.

Pimpinan Komite I DPD RI ini menambahkan bahwa inisiasi kerjasama ini dilakukan karena hingga kini belum ada tanggapan dari BP Tangguh untuk menjawab keluhan masyarakat, memberikan akses air minum bersih, membantu tersedianya sarana sanitasi, dan dukungan pendidikan yang layak di area ring I perusahaan.

“Walaupun ada investor atau perusahaan asing seperti Freeport maupun BP LNG Tangguh yang mengelola SDA berlimpah di Papua, namun orang asli Papua, masyarakat adat Papua masih mengalami masalah kesehatan seperti stunting dan gizi buruk, terbatasnya fasilitas kesehatan, masalah pendidikan dan banyak daerah di tanah Papua ini yang masuk dalam kategori kemiskinan ekstrem,” papar Filep

Filep menuturkan, masyarakat sekitar lokasi operasi perusahaan merupakan masyarakat yang direlokasi karena lahannya akan dijadikan lahan proyek LNG Tangguh, salah satu megaproyek gas yang dioperasikan oleh BP Tangguh.

“Kerjasama ini bertujuan untuk menurunkan angka stunting karena gizi buruk, membantu pelayanan publik seperti air bersih dan sanitasi. Kami akan sangat senang jika USAID dapat membantu kami mengatasi masalah ini. Saya menyampaikan penghargaan saya kepada USAID dan staf atas tanggapan dan perhatian terhadap hal ini,” ujarnya. 

Usai pertemuan itu, Filep menyampaikan bahwa dirinya selaku wakil rakyat Papua Barat juga telah mengadvokasi masalah ini, mendiskusikan dengan berbagai pemerhati atau pegiat HAM dan aktivis maupun LSM terkait lainnya. Filep juga menekankan akan memperjuangkan persoalan ini dalam Paripurna DPD RI.

“Selain lewat Paripurna DPD RI, guna mendukung masalah ini, saya juga membangun jaringan kerjasama dengan para mitra di luar negeri khususnya USAID dalam rangka menunjang kehidupan dan keselamatan orang Papua yang mendiami wilayah-wilayah yang punya SDA berlimpah namun tidak diperhatikan oleh perusahaan sebagai tanggung jawab sosial. Kita tahu kondisi masyarakat Sumuri, Sebyar, Babo, bahkan Kamundan yang sehari-hari mengonsumsi air hujan dan menyuling berkali-kali air sungai yang keruh,” katanya.

“Sementara, pemerintah daerah dengan keterbatasan alokasi anggaran tidak cukup untuk menuntaskan kemiskinan ekstrem dan masalah pendidikan yang masih menjadi persoalan dasar di Papua dan juga persoalan kesehatan serta persoalan-persoalan lainnya yang juga menjadi ruang lingkup daripada USAID,” katanya

Lebih lanjut, doktor alumnus Unhas Makassar ini menyampaikan bahwa dalam pertemuan itu, USAID AS menyampaikan pihaknya akan segera berkoordinasi dan mengutus USAID Indonesia guna menindaklanjuti hasil pertemuan tersebut.

“Puji Tuhan, USAID USA akan menindaklanjuti dengan menyampaikan kepada USAID Indonesia untuk mengadvokasi sejumlah kasus di Papua terutama di Bintuni, Fakfak, Kaimana ataupun Arfak atau wilayah yang masuk dalam kategori-kategori kemiskinan ekstrem dan angka stunting tinggi,” sambung Filep lagi.

Melalui upaya ini, Filep berharap peran USAID akan membantu, mendukung dan mempermudah pemerintah daerah baik provinsi maupun kabupaten/kota dalam menangani persoalan yang terjadi di tanah Papua. Ia juga berharap pemerintah Kabupaten dan Kota khususnya Papua Barat dapat terus meningkatkan efektivitas dan efisiensi pemanfaatan Dana Otsus dengan sebaik-baiknya melalui berbagai program afirmasi yang tepat sasaran untuk melahirkan generasi-generasi emas Papua.
