Libatkan 1.925 Personel, Operasi Damai Cartenz Resmi Dimulai

JAKARTA, JAGAPAPUA.COM - Operasi Damai Cartenz yang menggantikan operasi Satgas Nemangkawi di Papua telah resmi berjalan sejak 17 Januari 2022. Operasi yang melibatkan sebanyak 1.925 personel gabungan TNI dan Polri ini akan beroperasi di wilayah Papua hingga 31 Desember 2022 mendatang. Hal ini disampaikan oleh Karo Penmas Divisi Humas Polri Brigjen Pol Ahmad Ramadhan di Mabes Polri, Jakarta, Selasa (18/1/2022).

"Terkait dengan pola kerja operasi damai Cartenz. Kami sampaikan bahwa operasi Damai Cartenz 2022 dilaksanakan terhitung mulai tanggal 17 Januari sampai dengan 31 Desember 2022," ujarnya.

Menurut Ramadhan, operasi ini dilaksanakan oleh Polda Papua yang dibackup oleh Mabes Polri dan TNI dengan jumlah personel yang terlibat sebanyak 1.925 personel. Rincian 1.925 personel itu Polri berjumlah 1.824 dan TNI sebanyak 101. Sedangkan rincian jumlah anggota Polri 1.824 Polda Papua 528 personel, sedangkan backup Mabes Polri berjumlah 1.296 personel.

Ia menjelaskan, operasi Damai Cartenz diantaranya berupa kegiatan-kegiatan yang bertujuan untuk meningkatkan kesejahteraan masyarakat Papua terutama OAP. Operasi ini memiliki fokus pembinaan yang disebut sebagai pendekatan pembinaan masyarakat (binmas) noken.

Selain itu, dalam operasi Damai Cartenz juga akan dilaksanakan upaya penegakan hukum saat dibutuhkan. Akan tetapi menurutnya, upaya-upaya preventif akan lebih diutamakan daripada upaya penegakan hukum. Artinya, penegakan hukum ditempatkan sebagai fungsi pendukung.

Operasi Damai Cartenz ini mengedepankan tiga fungsi. Fungsi yang dimaksud merupakan fungsi intelijen, fungsi bimas, dan fungsi humas. Ramadhan menegaskan penindakan hukum masih dilakukan dalam Operasi Damai Cartenz oleh satgas gakkum. Hanya, penindakan hukum tidak dikedepankan.

Cara bertindak yang dikedepankan dalam Operasi Damai cartenz ini persuasif dan preventif dan bekerja sama dengan tokoh agama hingga tokoh adat. Operasi ini juga menjalankan fungsi intelijen, fungsi binmas, dan fungsi humas dengan didukung fungsi lain, fungsi preventif sabhara dan gakkum. 

"Operasi Damai Cartenz dilaksanakan dalam rangka memelihara keamanan dan ketertiban masyarakat. Adalah fungsi preemtif dan preventif yang bersifat terbuka dan tertutup, dengan meningkatkan peran serta tokoh agama, tokoh masyarakat, tokoh adat untuk memberikan imbauan agar menciptakan stabilitas kamtibmas guna terlaksananya agenda kegiatan lokal dan nasional di Papua," terang dia.

Selain itu, Satgas juga memberikan pelatihan-pelatihan seperti pertanian, perikanan, serta pendidikan atau belajar mengajar dan mempublikasikan kegiatan-kegiatan positif dari Binmas. (UWR)
