Sudah Saatnya Pemerintah Tarik Pasukan TNI/Polri Dari Nduga

Apa urgensinya nasib rakyat Palestina dengan rakyat Papua dalam konteks bernegara di Indonesia. Pada konflik Palestina, perhatian pemerintah Indonesia lebih serius, hingga sampai menawarkan diri menjadi pimpinan pelopor perdamaian Palestina. Belum lagi membangun properti kesehatan yang bertaraf internasional di Beirut Palestina. Selain itu bantuan dana yang terus dikucurkan untuk korban Palestina.

Sementara didalam negeri, diwilayah Papua tetap memelihara konflik dan kekerasan sepanjang masa yang eskalasinya sama mirip dengan Palestina. Militer Indonesia menggunakan pendekatan represif kepada rakyat Papua dalam setiap operasinya.

Kasus pembantaian 17 warga sipil pekerja PT Istaka Karya 1 Desember 2018 yang memicu digelar operasi militer berskala besar itu sampai sekarang masih berlanjut. Rakyat sipil orang Papua menjadi korban amukan militer. Di kabupaten Nduga yang merupakan medan operasi militer, lebih dari dua ratus warga sipil menjadi korban.

Seluruh fasilitas umum, pendidikan, kesehatan, gedung gereja dan perkampungan warga sudah tidak berfungsi. Rakyat Nduga sudah kehilangan masa depannya. Mereka terpaksa mengungsi ke hutan dan ke daerah lain menyelamatkan diri ancaman kehadiran militer.

Sasaran utama kehadiran militer adalah mengejar dan menumpas kelompok separatis bersenjata dibawah pimpinan Egianus Kogeya. Namun mengapa justru rakyat sipil yang menjadi korban. Hal ini perlu kita pertanyakan. Apakah memang sengaja memusnahkan etnis orang Papua?

Hal ini wajar dipertanyakan, sebab terhitung sudah dua tahun diberlakukan operasi militer. Eksesnya selalu menimbulkan korban nyawa rakyat sipil. Peristiwa yang teranyar terjadi pada 18 Juli 2020. Aparat militer menembak mati dua orang warga sipil, diketahui korban adalah bapak dan anak. Peristiwa seperti ini terus berlangsung selama operasi militer tetap dipertahankan.

Kondisi ini menunjukan Indonesia lebih mementingkan penyelesaian masalah Palestina dari pada masalah Papua. Sudah dua tahun berlalu sejak 2 Desember 2018 dimulai operasi militer namun tidak pernah tuntas menghabisi kelompok separatis bersenjata itu. Malahan lebih banyak korban rakyat sipil. Suatu ironi! Begitu teganya negara menghabisi nyawa warga negaranya sendiri.

Seharusnya menjadi kewajiban negara melindungi warga negara dari ancaman bahaya apapun. Tetapi aneh, justru aparat negara tidak melindungi rakyatnya. Sebaliknya mengancam keselamatan nyawa warga. Apakah ini tujuan diberlakukan operasi militer?

Presiden Jokowi mesti menjawab pertanyaan sederhana diatas itu. Presiden Jokowi telah mendiamkan kondisi konflik dan kekerasan didalam negerinya. Lebih serius mengurus Palestina dari pada Papua. Sangat disayangkan, rakyat didalam hancur-hancuran akibat operasi militer yang tidak terarah dan terukur.

Kita harap Presiden Jokowi jangan pura-pura tidak tahu terhadap persoalan  ekses operasi militer di Papua. Sebab eksesnya sangat serius yang mengancam stabilitas kedaulatan wilayah Indonesia sendiri. Tetapi rupanya Palestina lebih penting dari pada Papua. Padahal internasionalisasi isu Papua sudah tidak bisa terkendali lagi.

Namun kondisi politik di Papua terus diobok-obok oleh sikap represif aparat negara yang ditugaskan untuk menjaga kedaulatan negara. Sudah cukup banyak kasus penembakan warga sipil oleh aparat keamanan TNI dan Polri didaerah konflik. Oleh karena itu Presiden Jokowi segera mengevaluasi keputusan operasi militernya. Setelah itu diharapkan segera menarik mundur seluruh pasukan militer dari wilayah operasi.

Dizaman modern sekarang ini, tidak pantas mengangkat senjata melawan rakyatnya sendiri. Zaman sekarang adalah zamannya demokrasi, karena itu dialog menjadi solusi penyelesaian masalah. Bukan kekerasan jalan penyelesaian masalah. Kekerasan justru memperpanjang masalah.

Oleh karena itu Presiden Jokowi segera ambil langkah menghentikan operasi militer dan memulihkan kembali kondisi daerah supaya pembangunan daerah dapat berjalan normal. Jika tidak demikian maka sudah jelas masa depan rakyat Nduga sudah terancam punah. (Paskalis Kosay)
