Improving welfare in Papua, Between Delusion and Reality

JAGAPAPUA.COM - The Coordinating Minister for Politics, Law and Security, Mahfud Md said that the government would prioritize the welfare approach in dealing with problems in Papua. "The government's policy to deal with the Papua problem is the welfare approach," Mahfud said in his office, Jakarta, Tuesday (03/10/2020).

One of the implementations is completing the new presidential instruction draft (Inpres) to replace Inpres Number 9 of 2017 concerning the Acceleration of Welfare Development in the Provinces of Papua and West Papua. The period of validity of Inpres Number 9 of 2017 is only until 2019.

According to Senator Member from West Papua who is also the Chairperson of the Papua Special Committee of DPD RI, Dr.Filep Wamafma, the government's policy to improve the welfare of the Papuan People in the Provinces of Papua and West Papua is actually not a something new in National Development. Since Soekarno period until Jokowi Government has done many improvements for Papua. But the problem is why Papua still become a conflict area?

"In my opinion, there are too many political interests in Papua, even by regional, national and international interests. One of them is about mining investment land. For example, PT Freeport Indonesia, which until now still leaves problems, especially for the welfare issues of two tribes as the owner of customary rights, and also Papua in general, PT Freeport has conducted mining by copper dredging in land of Papua which is able to sustain the National and International economy, but does not have an impact on improving the welfare for indigenous Papuan. " He concluded.

Senator Filep Wamafma added, this important issue requires real commitment from the Government. What welfare program model will be carried out by the Government so it can give real impact to indigenous Papuans.

He also stressed, the Government does not need to avoid the root problems in Papua as has been examined by credible research institutions such as LIPI. The government should have used the data to design welfare programs for Papuans both in Papua and West Papua Provinces. (Kr)
